In New Hampshire when we passed our first committee in 2017, one State Rep voted against our bill. The reason was ridiculous. Not only did he not believe in acupuncture, he didn't think that acupuncture should be regulated. I testified before his committee again a few years later about removing the requirement to keep active status with the NCCAOM. He yelled at me "why do acupuncturists even need CEUs?" All I could do was smile and give him a chuckle and say "You would have to ask the licensing board that question but they aren't here right now."
Thank you for all your encouragement and solidarity -- and also for that context. I bet that's exactly what happened, that these senators either don't like acupuncture or don't like how it's regulated or BOTH. (The only "oppose" testimony we got anywhere in the whole process was from a guy who thought that the Oregon Medical Board shouldn't regulate acupuncture.) We had our ears out for any objections in the Senate and we didn't know of any, so these votes were a surprise but thinking of them in a bigger framework makes a LOT of sense.
